The International Civic and Citizenship Education Study (ICCS) is the largest global study focused exclusively on civic and citizenship education. Romania joined the study in 2022 with financial support from the Romanian-American Foundation.
 

CONTEXT

 

Romania’s participation in ICCS 2027 is essential to enable longitudinal comparison with ICCS 2022 results, allowing donors, policymakers, and educators to track changes over time in students’ civic knowledge, attitudes, and engagement, and assess the impact of educational reforms and civic education programs.

 

STRATEGY 

 

The purpose of ICCS is to evaluate the civic competencies of eighth-grade students and investigate how these competencies develop. ICCS 2027 includes new items such as the impact of social networks, critical thinking in selecting information and news, and digital citizenship. Another major innovation in ICCS 2027 is the introduction of a research component targeting 11th-grade students, including those in vocational schools. This will enable comparative analysis between eighth- and eleventh-graders, offering deeper insights into civic skills development over time.

Key activities include: preparing and testing instruments; administering the test to a sample of approximately 3,000–4,500 students from 150 Romanian schools; data scoring and national analysis; and producing the national report to be presented to policymakers, educators, and the general public.
